Set during a retreat of Christian Democrat politicians who practice spiritual exercises together, it is an allegory of corrupted power. Disturbing, claustrophobic settings are the background to a series of mysterious crimes.

Young art student Hideo paints an unnerving portrait of Tomie, who whispers that she loves him. Inexplicably, he reacts by stabbing her to death with a painting trowel. To cheer him up, the boys take the unwitting murderer to the nearest bar for a party... but a mysterious girl named Tomie shows up, bearing a few odd physical resemblances to the dead girl in the ground.

In addition to the main characters, the documentary footage captured many prominent figures of Sverdlovsk rock club, in particular Vyacheslav Butusov, Leonid Porokhnyu, and local actors.
